My best guess is they had a grain filter or something in their editing program, but not all shots of the show had them applied with the exact same percentage in the settings?
I have no idea what their process is, but it's not impossible to lose track of the active effects applied ot each clip on a timeline.
They put on film grain and cel shadows.
The thing is, a lot of the time the cel shadows and film grain are obvious, but there's this softness in OP pic that's missing
