So probably what ended up happening was, military bases, safezones, etc. were destroyed from the inside as casualties not directly caused by zombies (so anybody who gets sick, dies of old age or other natural causes, or kills themselves without destroying their head) would reanimate and nobody would initially expect it to happen. The confusion and panic caused by the at the time unexplained reanimations and attacks from inside the bases/safezones, where the enemies should not be, would do a shitload of damage even to a well-equipped and well-trained military.
This. All it takes is someone to die from injuries, exhaustion, stress, natural causes, or suicide because the world has gone to shit, and suddenly a safe encampent is compromised.

Now imagine that, but in a refugee camp filled with tens of thousands of people. All it takes is one or two zombies slipping through the cracks and going unnoticed long enough to infect a few others, and the situation will quickly spiral out of control.

That might be enough to keep them going in places with more mild winters - its not like they care about getting frostbite or anything. In really cold places they might actually freeze enough to stop moving, but there's no reason why that would actually kill them. They'd probably just thaw out in the spring. Though over time the freeze-thaw cycles would probably turn them into mush.

Blood circulation doesn't produce body heat, cellular processes do. Blood circulation allows that heat to be transported around the body. You're right though that without circulation their extremities would freeze. But the digestive system, at least, must produce some heat assuming it's actually doing something, and the brain must too.
To be honest though, it's kinda pointless to look at TWD-style zombies from such an angle. Nothing about them really makes sense - they shouldn't be able to move around at all with how rotten they are, and the fact that they don't have blood circulation should make it impossible for their organs to function. On the Infographics YT channel, the video "how to survive a zombie apocalypse" they explain the best thing to do is steal an abandoned police SUV, load it with supplies and head to Alaska where zombies have no chance of surviving. You'd even be fine somewhere in the Rockies

I think world war z or maybe the zombie survival guide explored this by giving multiple reasons.

the bigger question is why do zombies gain super strength and biting powers, they'll rip people apart, tear their stomachs open with ease and suddenly gain the ability to bite into skulls
there's a reason why your body doesn't like doing these things, your muscles, joints and teeth would get fricked up extremely fast. But it's pointless to try to be anyhow reasonable about zombies, they are just fictional magical creatures.
If we go by the law in the walking dead and everybody is already infected with the zombie virus that makes you turn when you die it makes sense. Every day around 180,000 people die globally, with about 35,000 dying in India, 30,000 dying in china, 8,500 dying in the U.S and the other deaths having a pretty even spread around the world.
If you think about 8,500 outbreaks happening per day in the U.S then by the end of the first week you will have nearly 60,000 zombies spread all over the country plus the people they have directly bitten. I'm not really confident that the government or military could handle the situation that quickly considering the different states would have varying public health responses in the initial stages.
That is why I believe a zombie apocalypse would overtake the government and military, it is very hard to deploy resources to that many places at once and there would be an absolute shit fight initially about who is allowed to kill the zombies.
Even in such a scenario, the zombies wouldn't "overtake" the government/military. The gov/mil would still exist as a powerful entity that's more than capable of defending itself, but they would just be unable to help a large portion of the civilian population.
There's no reason all of the gov/military would just die out.
The government and military are made up of regular people that still need to live regular lives. The amount of support staff that would be directly or tangentially affected would be enormous and this would seriously compromise the organisation's capacity to survive. The agricultural industry, energy production and social services like the police and hospitals would grind to a standstill. These organisations don't exist in a vacuum, they need other parts of society to function so they can exist as a united front. I think the government and military would fracture into much more localised versions of the original form and get overrun one at a time.

People would die and things would never be the same, but the military would hold. Men can adapt, military men particularly so. They'd lose friends, family, maybe their own minds, but when the fight is for the survival of the human race, I think they'd fight more effectively and with more dedication they have for any US war since the 40s.

Gaining territory would be quick and simple and since zombies have extremely limited mobility, once you clear them out of a region, you'd get very little resistance in that area again. I've worked with people who served in every branch of the military, and they are rarely intelligent. Most of the people that join the military do it because they have no idea what they want to do and are fine with being part of a collective and following orders.

I think world war z or maybe the zombie survival guide explored this by giving multiple reasons.

If we go by the law in the walking dead and everybody is already infected with the zombie virus that makes you turn when you die it makes sense. Every day around 180,000 people die globally, with about 35,000 dying in India, 30,000 dying in china, 8,500 dying in the U.S and the other deaths having a pretty even spread around the world.
If you think about 8,500 outbreaks happening per day in the U.S then by the end of the first week you will have nearly 60,000 zombies spread all over the country plus the people they have directly bitten. I'm not really confident that the government or military could handle the situation that quickly considering the different states would have varying public health responses in the initial stages.
That is why I believe a zombie apocalypse would overtake the government and military, it is very hard to deploy resources to that many places at once and there would be an absolute shit fight initially about who is allowed to kill the zombies.
Even in such a scenario, the zombies wouldn't "overtake" the government/military. The gov/mil would still exist as a powerful entity that's more than capable of defending itself, but they would just be unable to help a large portion of the civilian population.
There's no reason all of the gov/military would just die out.
The government and military are made up of regular people that still need to live regular lives. The amount of support staff that would be directly or tangentially affected would be enormous and this would seriously compromise the organisation's capacity to survive. The agricultural industry, energy production and social services like the police and hospitals would grind to a standstill. These organisations don't exist in a vacuum, they need other parts of society to function so they can exist as a united front. I think the government and military would fracture into much more localised versions of the original form and get overrun one at a time.

People would die and things would never be the same, but the military would hold. Men can adapt, military men particularly so. They'd lose friends, family, maybe their own minds, but when the fight is for the survival of the human race, I think they'd fight more effectively and with more dedication they have for any US war since the 40s.

Gaining territory would be quick and simple and since zombies have extremely limited mobility, once you clear them out of a region, you'd get very little resistance in that area again.
