Started paying more attention to his little antics after the scene when he first found out that Walt had cancer, and then proceeded to comfort Walt by telling him to his face that his family needed Hank to take care of them even if Walt survived the cancer. I picked up on it in my first watch when Walt made that confession tape outing Schrader as Gus' partner.
Probably on my second run through. When they brought him in to BCS I realised he was the most "meh" of the bad guys. I suppose there's an argument to be made that Jack was worse but really it was a lack of development for him given he really only became the big bad in the third to last episode.
One of the few decent people on the show, never compromises his morals, has a nice hobby, and makes fun of Hispanics.
He's a thug cop who had to intimidate a civilian (gas station cashier) to get his first major break in the case. Obsessive and not manly enough to create children, either.

He's not the primary antagonist, he's the primary foil. Hank and Walt are on opposite sides of the law, both the best at what they do, both highly arrogant, they both underestimate each other, and their final confrontation is the story's climax
