I will be real, I barely read thor in my life, and I know very little about him, but for what I know I'm pretty sure if the writers actually wrote him to his full strength and not nerfed for plot reasons he could probably tank most crisis of most universes alone by himself.
He can easily break planets when he lets loose. He loves Midgard and the people on it, he can't be fighting on that level all the time, or he'd destroy the world.

The key difference between that statement and the "muh holding back" one is that the former is intuitive, makes sense in context and is made based on Beta Ray Bill observing an event happening in front of him (also supported by Odin saying that Thor lost it), while the latter is contradicted by tons of things, starting with battles Thor had in the past that Bill had no ways of observing and ending with the recap page of the very same issue you're quoting.
What is funny is that in paper, hulk is not that strong. he can't fly, has limited mobility and reach and despite his absurd strength he is not that fast combined with the limited intelect of some of his forms that would affect his reaction speed. Any flying brick probably could grab banner by his balls and throw hulk in space but is not something we would ever see it happening.
