This, politics aside it's a terrible business practice that the devs should resolve with an immediate boycott of the platform, it's not like there aren't other game distributors.
Unity isn't a distributor, it's an engine. Your game is very tightly coupled to it and switching engines is only going to be possible for games in early development.
it's not like steam where you can just find other ways to sell

No it doesnt anon, it implies they count unique installations instead of unique sales, so they'll be billed multiple times if customers uninstall and reinstall or install on different pc's.
Piracy sales are untracable, but steam, GOG, epic store and so on all count installs.

Take this with a bit of salt but I heard they partnered with some malware dev to in fact be able to trace pirated installs.
Not everybody who pirates is all that smart about it, so I wouldn't be surprised if there was a certain amount of "calls home" going, without any malware being necessary.
