    Actually, what was the technical justification for the control rods having graphite tips? Graphite is a moderator, this is pretty much the opposite of what one would expect or want when he lowers control rods.

      tl;dr Difference in philosophy and water boiled.
      Water is weird where it can act both as a Poison (kill reactions), or Moderator (start reactions).

      In a PWR (Western Capitalist Reaction). Water is a moderator. You pump water in to start the reaction of a super hot core.

      In the RBMK (Soviet By The People For The People Reactor), The water is a poison. Instead of wasting energy pumping the water into the core or designing a different poison system. You let the Fuel and the Water live together (remember, Water can be a poison). You then use a Graphite Control Rod to moderate (start) the reactions. The other side of the control rod is Boron that can act as a "just in case poison".

      In Chernobyl. All the water used to poison the reaction boiled, but they didn't get any reactions because of Xenon Poisoning (byproduct of the Uranium rods). The operators mistakenly thought it's the Boron killing the reactions, so they yanked all of them all the way out.

      Which then started the reactions, but then it started burning the Xenon super fast. Current Status: no water, boron, and soon xenon to poison the reactions. They're in deep shit. So they dropped the control rods to dump all the boron in.

      The boron, that's at the opposite side of a control rod with a graphite head used to start reactions to overcome the water....the water that boiled away.
