Nielsen was funny because he played it straight and/or deadpan, all though he hammed it up alot, he trusted that the material and absurdity of the material works on it's own merit. Which is the opposite of what alot of hack comedians does by being obnoxious, loud and "whacky"
A pastiche-y spoof of Naked Gun/Airplane doesn't mean it's good. Plus, the chick's too hot to take seriously, too distracting. I got the idea they were trying to do a spoof of Airplane! rather than just make a funny movie.
