Best possible timeline: hulk given infinity gauntlet right at the end of endgame and just decides to keep it instead of helping anyone.
What needed to happen was Hulk should have come back with more than a vengeance with Thanos, so much so that it scares the piss out of everyone involved and it gets hard to settle him down. Maybe one of the other Avengers gets killed in the rampage.
That's when it's agreed that Hulk is a real danger and needs to be off the Earth.
