Thats kinda the point. The punisher is a psycho narcacist who sees things in black and white to make killing people easier. He only kills criminals so that he doesn't feel guilty afterwards and likes it when they fight back. The punisher doesn't care if the world becomes a better place. He just likes to kill people.

Frank has a "dark passenger" that was established in "BORN". So, anything frank does is just to feed his bloodlust. Therefore, in this readthrough, frank doesn't care about the kids----he just wants to kill........btw- i know that frank actually cares about the kids-however, it's just fun to reread the run with the "he's Dexter Morgan" theme
