I think Shane killing Lem made sense if you consider the fact that Shane worshipped Vic, and that since Vic killed Terry, Shane killing Lem would be fine since it would essentially be for the same reason.
He's a crooked cop who puts ends above means but receives his comeuppance in various ways. As a direct consequence of his actions he ends up making an enemy of his best friend, getting his team killed, loses his family, and is relegated to a desk job. It's also allegorical to the law and institutions of people in general, since we see aceveda and the federal agencies are not clean either. It's a good show, even if its silly at times.
That's typical for a pilot episode of TV, you're showing executives a preview of the arc of the entire series. It's similar to how Walt already goes heisenberg at the end of the BB pilot, only to revert to his meekish persona for the rest of season and needing to build back to that point later. Just don't think about it too much.
But yeah non-pilot Vic would have come up with a million other crazy plans to get rid of terry before resorting to killing him. Although you can argue that the reason he's so determined not to cross lines in the rest of the series is a certain guilt he only recognizes after killing terry.
