      There's several centimeters of radioactive soil that kills the crops, and has to be replaced. Growing crops is hard labor and takes several seasons to finish. Doing this while malnourished and dangerous desperate people walking around makes it quit difficult. Also the fact that nuclear winter lasts for a long time.

      When the food runs out I can assure you that the common modern human will turn into a desperate caveman, after not eaten for a month. The resources in the cities run out and violence become even more apparent, the flocks will leave and run amok the countryside scavenging and building what they can, just for the bare minimum for survival. I tried once living in woods for a month, lasted 3 weeks. I was a completely different person during starvation and everything I did became automatic, like I was a zombie.

        I doubt that, radiation doesn't harm plants nearly as much as it does animals. Obviously you wouldn't want to eat plants grown in radioactive soil though.

          And as for the layer of fallout dust, air-burst nuclear explosions do not throw much dust into the air. And even then, there would only be a visible layer of fallout in close proximity to the blast zone. You wouldn't be farming there anyway, that would be stupid.
