They're both the smarts of the team, and are generally more interested in mysteries than others. Shaggy and Daphne are just there because they're friends with the others, plus Fred has been stated to both be an aspiring inventor, as well as an aspiring mystery writer in side materials before.
I feel like Shag and Daph are better off as platonic friends, they just seem too comfortable with each other to consider romance.

Shaggy and Daphne were always the pair that went off and chilled when the rest of the team were on vacation. The Thirteen Ghosts of Scooby Doo: Daphne, Shaggy, Scooby and Scrap. Scooby Doo Meets the Boo Brothers: Daphne, Shaggy, Scooby and Scrap. I always found it confusing that Fred was treated like the leader and got to split up with the girls all the time, but maybe I watched the show out of order.
