The events of the movie would've happened whether she was there or not, and for a moment she definitely makes things worse with her latent bigotry. But she was also absolutely critical to discovering the cause of all the preds going feral and it would've taken significantly longer for people to figure it out without her, by which point the damage would've been done and Bellwether's plan would've already succeeded.
