If you read classic Iron Man you'd realize Rhodey isn't that boring. He's very fleshed out

Classic 90s War Machine was a great character, and had some good stories, Marvel just hasn't known what to do with him since, and none of their MCU-era attempts at giving him a solo book really worked for long.
Now he's just Carol's long-distance relationship that she seldom sees, and basically exists to reassure readers she's straight.
What they were thinking was one of two things. Firstly that sales were bad enough to risk drastically reinventing War Machine because if it worked, they might not get cancelled, and if it failed, they were going to get cancelled anyway.
Secondly, the Heroes Reborn negotiations meant that Marvel were in real danger of Iron Man getting outsourced to Jim Lee, along with his cast of characters, and the terms of that deal prevented Marvel from publishing any competing Iron Man book. Reinventing War Machine like that may have been way of excluding him from being caught up in Heroes Reborn, and making him different enough from Iron Man that nobody could claim him as a 'competing Iron Man book'.
War Machine has one of the best origin stories in all of comics: Cyborg ninjas wouldn't stop fricking with Tony, so he just made a suit of armor that could destroy anything he pointed it at. Anything. That's it. That's the origin. I love it.
War Machine is the kind of stuff Tony makes when someone irritates him and he's not in the mood to fricking deal.
Agreed that the armor is beyond based, but idk, Rhodey not being a genius like stark arleady increases the stakes ten fold.

He needs to be in a place where he can actually kill mass amounts of people with his weapon in order to work as a character
