You can easily do this today, the tools are much better. The problem is that the artists aren't given enough time in post-production. You cannot expect miracles when some Exec tells you that you have 1100 scenes that need to be produced with CG elements inside of 2 months. That's why so much CGI looks mid these days.

From what I remember, people first hated the Norland's flashback because it was pretty long and interrupted the Enel fight right at the end.
Also when you look at Skypiea from far away, the arc is very self contained. It pretty much had the same reputation that Thriller Bark did where the first arc after a major saga's conclusion (like Alabasta or Enies Lobby) was always considered "filler" because it got nothing to do with the rest up until that point.

I don't know what to say, it doesn't seem to stand out in any area beyond the sheer amount of it. What it does do well are the pre-pubescent drug trip qualities. You have a guy eating a sword fighting a giraffe in an ocean palace. We talk through snails, use ice powers to ride a bike across the seas and all the women have giant breasts. That's the standout for me, and I don't understand how you can turn up for the story
