Yes, but the problem is, your eyes invert images, so they have to film the scene upside down so it will come out right-side-up, so the mirrors will play the speeder scene in reverse to make it look like it's going forward.

In the original production of the movie they added a smudge effect between the speeder and the ground, if you have the OG 1995 editions you can see the reddish blur hiding the wheels and mirrors.
Nah that's only in one shot - this one specifically. The rest of the time it's either a mirror or they've just shot it in a way that obscures the wheels/dolly
