There's a few things, based on what they (and insiders) are saying.
First off is the apparent situation where the film isn't considered "big" enough or whatever for a cinema release. To get it into a state where they'd be happy with that, they estimated it would cost them around double.
They want to move their releases as whole from premiering on HBOmax (where this was supposed to be released) for whatever reason that the marketing execs have deemed.
They need to build a consistent narrative if they're rebooting (soft or hard) the DCEU. In the long-term, combined projections of box office will be in the billions.
(And, releasing this without it fitting into the new DCEU means that they can't do an actual Batgirl in the DCEU because it will only confuse people even further and muddy the perceptions of the film before release)
Not releasing this means that they don't have to spend more money on it. They don't have to risk it damaging normie's understanding of the franchise. And there might be tax write-offs. All of that combined can easily add up to being worth a lot more than $90m.

The movie was "basically complete", but not complete. It still needed some post production and reshoots, and throwing 10 or 20 million dollars into the black hole due to the sunk cost fallacy wasn't going to help the situation. Just cut your losses and move on.

Yeah pretty much. Everyone with half a brain can read between the lines. Officially they're never going to say "it fricking sucks". They're simply going to say "it wasn't what we were hoping for but we appreciate everyone's efforts" or something to that effect.
I'm not saying the film was good. But the other, likely reason that isn't directly implying that it would flop is that they're throwing out the ending of Flash which means that releasing this film would just create huge brand confusion.

There's a few things, based on what they (and insiders) are saying.
First off is the apparent situation where the film isn't considered "big" enough or whatever for a cinema release. To get it into a state where they'd be happy with that, they estimated it would cost them around double.
They want to move their releases as whole from premiering on HBOmax (where this was supposed to be released) for whatever reason that the marketing execs have deemed.
They need to build a consistent narrative if they're rebooting (soft or hard) the DCEU. In the long-term, combined projections of box office will be in the billions.
(And, releasing this without it fitting into the new DCEU means that they can't do an actual Batgirl in the DCEU because it will only confuse people even further and muddy the perceptions of the film before release)
Not releasing this means that they don't have to spend more money on it. They don't have to risk it damaging normie's understanding of the franchise. And there might be tax write-offs. All of that combined can easily add up to being worth a lot more than $90m.
