          now, it's been a while since i read it, but from what i remember Moore's rape fetish thing is not at all what the Deep Ones originally did in Lovecraft - the sex was generally consensual, and essentially people themselves offering to mate with the Deep Ones to get favor/power/crafted items from them and allow new Deep One hybrids to be born.

          what happens later (after the Deep Ones got pissed that the authorities arrested the leaders of the cult that supported them in Innsmouth and slaughtered half the town) is the survivors of Innsmouth forcing EACH OTHER to accept the Deep Ones because they essentially saw it as their only hope of survival with how much damage the Deep Ones had done, basically turning the town itself into a new cult. it's likely only right after that assault that people are forced into sex with Deep Ones (if it ever happened much at all), by other people, and the town's remaining population has accepted this state of affairs by the time The Shadow Over Innsmouth happens - because nearly the entire population of the town are ALREADY human/Deep One hybrids.

          people (like Moore) later on seem to have largely mixed up the human sacrifices also offered to the Deep Ones with the people mating with the Deep Ones (thanks in no small part to stuff like Alan Moore's rape fetish in Neonomicon), perhaps because they never got past the "sex with fishmen" thing - IIRC it's generally implied the ones being sacrificed are killed long before any gestation would take place. the mating is done with the people SENDING the sacrifices, because otherwise the hybrid offspring wouldn't have full family trees still recorded on the surface (which they do). there aren't fishmen rape babies randomly popping out of the water; the hybrids look completely human until middle age.
