      Nah, Crazy Quilt isn't forgotten when he gets brought up as a joke so much, his actual most forgotten villains are probably one-offs.

      I means he's popular but he isn't exactly beloved like how many pepole here are actual penguin fans I have met plenty of fans for nearly every big or well known batman villans but I don't think I've ever met a single penguin fan before and he's only really iconic as he is because dc pushes him in a alot of batman media he's a character everyone knows and most people like but no one really loves him

        gotham did wonders for his popularity though, he was arguably the most popular character in that show next to riddler and jerome/jeremiah. penguin also got a lot of love after the last batman movie, i remember hearing a lot of people loving his character. he's not joker tier and his gimmick might not be as strong as riddler or two-face, but he's definitely loved

        I think you are completely wrong. Every time he is given his own story and not added as a background character for some other villian shines. His most ardent fans arnt from comics or cartoons. But Live action.Burgess meridith of the 60s batman was considered the star even more than joker or even Adam west. Danny devito in forever has way more fans than jokers Nicholas, it's just they arnt the megafans that latch on to the more cartoonish villian. People would only watch Gotham for penguin. I think the video games do him very well despite being a minor ensemble character.

    Is there any batman villain that ins't the joker that is not forgotten? You have things like Batman white knight, a story clearly designed and made to be some sort of two-face story and it somehow is given to Joker because else will not sell.

    Batman now is just joker and maybe superman will be there too, or Slade if is indie enough.
