Marvel and DC don't advertise for writers wanted for a specific book and accept applications from anyone. The book's editor contacts writers and offers them the book, usually starting with the 'star' writers on exclusive contracts with the company. Back when Bendis was at Marvel an editor let slip in an interview that any new books were first offered to him.
Under this system the editor of Black Panther can choose to only offer the book to black writers, the editor of Ms Marvel can choose to only offer the book to muslim writers, etc. And they'd likely get more complaints on social media if they let someone else write those books.
