Think of all the the good shows recently like Primal, Green Eggs and Ham, Three Caballeros, Lastman among others that came and went with little attention or fanfare because they were really great shows but didn't pander to a specific audience.
While a show like Owl House that is actual garbage has the biggest online fanbase of a current show and 24/7 general on Cinemaphile because it panders with the lesbian ship
Man I'd rather have good shows that fade into relative obscurity like Over the Garden Wall than mediocre shows that continuously generate discussion over shipping

No, but it's a very thin line. Pandering should always be kept to a minimum and never allowed to interfere with the story or established character dynamics.
Pandering only really works in my opinion when it's ultimately something the creator wants and would have likely done anyway without being pushed to do so. Pure pandering is very likely to lead to sterile and boring material.

most of that type of pandering isn't to fans though, it's trying to pander to people you want to be your fans while thinking the old fans will just put up with it.

I called it happening too. A bunch of people did. Their deepening friendship + blushies/flirting made it kinda obvious. It wasn't exactly well done, or interesting, but there was enough there to predict it.

If they had actually done this properly it would have been fine.
If any show today attempted this lame approach with no romantic development leading to holding hands, then tried to claim LGBT representation points they would be ridiculed.
Any of the ships would've been pandering to the fans. Makorra would've been pandering too. Korrasami was the only one that was destined to give the show unearned clout for doing the bare minimum. The only way for Korra to have not pandered to their fanbase was to leave Korra single and actually resolve the deeper issues in the show.
If it's gay pandering it's always bad.

No. As a fan I want to see the shit I've been hoping for come to fruition. I've never rewatched episodes of any series where the end was upsetting.
Not all bad endings are bad. Ex Machina I'd watch again for sure. But most bad endings ruin the whole show.
