Then again, none of Vivzie's characters have much depth to them. They have *just enough* flavor to get across a point. Like Angel Dust's contract, being on lots of drugs, ambiguously consensual SFW implied sex scenes and slapped around by Valentino is about all we'll get for his le tragic backstory
She's not interested in exploring the dark depths of a character or making them suffer because she mostly writes basic ass archtypes having lots of vague melodrama. The fans have to fill in the blanks (mostly how so many autists cling to this because they get to headcanon stuff in so hard from a lazy ass creator). If Vivizie was smart she'd let competent writers write for her, but I get the feeling she's a megalomaniac that has to control her series down to the tiniest detail. I honestly don't know if she writes any musicals or has someone else doing that. I've never seen her do anything musical, so her only real skillset is doing character design.

Under a better writer the fact that there is a categorical difference between sinning and being a bad person would be explored. If anything Hell should be full of more or less decent people whose sins are minor in scope but still put them in Hell instead of being populated primarily by sociopathic queer murderers - which is a pretty massive implication about Vivzie.

It's less moronic if you consider that the population of Pride gets so thoroughly decimated that the oldest sinner in Pentagram is merely from a few hundred years ago (Zestial), and if everyone believes angels are invincible, then the people with resources would be spending their time bunkering up rather than putting themselves in situations where they'd discover the One Neat Trick. Also, you need to take into account that sinners with access to angelic weaponry are already perma-killing eachother between exorcisms and generally wrecking shit, which would make preserving knowledge difficult. It's still a bit of a stretch, but it's not as bad as it seems first glance.
The problem is that even the angels themselves believe to be invincible because apparently they never cut themselves with their own weapons by accident. It's even more moronic because Vaggie should have known about that before anyone else because of how she lost her eye and wings.
Can't it be the case that Vaggies believed it's the quality of being an angel that lets them do that? After all, they don't need special armour to be immune to mundane or hellmade weapons, so why would they need special weapons to be able to hurt eachother - or so the logic goes. Indeed, I'm pretty sure in the finale Lute or Vaggie hurts the other with some ordinary rubble. It may indeed be that both things are true: being an angel lets you hurt other angels and angelic weaponry always bypasses angels' normal immunity. The explanation for why the exorcists don't know these things? They've obviously been poorly trained, likely by Adam who is incompetent and gives zero shits about useless things like keeping his killer babes well-informed and well-trained.
