For example, are Maori considered native characters? The New Zealand government considers them indigenous but the Maori only got to new Zealand in the 14th century. When they arrived, they killed/displaced the people who were already living in New Zealand at the time.
Sorry, just an addendum: why not just specify natives in regards to North America? It's kind of a stretch to group together a bunch of diverse ethnic groups from across the world into a single category just because they feel like they occupy a similar culturally niche as the American Indian.
For example, are Egyptian Copts considered "natives"? They are the indigenous to Egypt and are the most closely related ethnic group to the Egyptians of late antiquity. Despite this, they are a minority in Egypt.
Believe it or not some American Indians dislike the terms Native American because of that reason. Some of them thought of that term is overinclusivity with other Ingenious American of South America.
