Yeah. There are all types of killings. Murders, manslaughter, executions, assassinations, regular killings. Murder is a very specific type of killing.
The separation between killing in war and murder goes back so far it's even in the bible:

You've never heard of the laws of war? You can't just kill willy-nilly. There's actually genuine rules about who gets killed, where, when, why, and how.
The laws of war did not exist on paper until the 19th Century and didn't exist in practice until the late 18th in a very select number of areas. Before then people were only spared due to circumstances surrounding what the invading army wanted. Avatar takes place in a world roughly equivalent to early 19th Century Asia by the end and more like mid-18th Century Asia at the time that Iroh did all his bad shit, a part of the world where no such rules of war existed. You're applying modern standards to a pre-modern army, which is moronic.

Kind of like Sadie from SU being stranded with Lars and Steven after an unintended teleportation. She knows exactly what to do to and where the teleportation portal is to get them to Earth, but she thought that not telling them about the way home immediately and "spending more time with Lars" on a different planet to "fix their relationship" had more credence over getting to safety. Her impaling an invisible creature before they left doesn't redeem her for her actions. I'm not sure if that was a few episodes before Lars died, but her selfishness easily could have killed them or injured them at the least.

Iroh lost his beloved son, lost his status as Heir Apparent to the Fire Lord based on a forged document following the murder of his father, followed his nephew into exile from the nation he loved out of a sense of familial duty, was eventually betrayed by said nephew which ripped him from a peaceful life he had made for himself, and was thrown into prison for months.
In what universe does all that count as "got away with everything"? He's not even the fourth worst person in his own family.
