DiDio wanted to get rid of the marriage because he infamously hates married heroes, plus Lois wasn't a thing in Smallville yet and DiDio loves cross-media synergy (it's why Babs was made Batgirl again, because she was Batgirl and not Oracle in all other media). The problem is Clark and Lois were too popular so he brought in Austen to play hitman and scapegoat since he was already hated, so Austen could do the dirty work of busting up Clark and Lois while promoting Lana to main LI while also shielding editorial from the blame for it due to his reputation.
Austen went along with it but his name was mud and sales on Action Comics tanked. So DC publicly removed him but behind the scenes told him to finish his run under a pseudonym (J.D. Finn). Austen told them to frick off since he was pretty understandably insulted by that and was subsequently fired for real with Eddie Berganza finishing out his run under the J.D. Finn moniker.
Austen actually got the last laugh. DiDio and Berganza both eventually got shitcanned (Berganza for sexual harassment, DiDio for running DC into the ground and 5G) while Austen's done well in animation. Worked as a director on The Cleveland Show and a producer for Steven Universe and She-Ra.

Marvel was never consistent with this shit. Kevin Masterson was about as young as Franklin Richards when he debuted, but now Kevin is an adult while Franklin is still underage (despite Frank aging 5 additional years due to spacetime shenanigans while the rest of the universe barely aged 1 year).

Comic book time basically runs on time accelerating until a character is in the preffered age group, the it freezes. For teen characters this means college age, for college age, vage mid-20s to early 30s, for kids (no matter how young) it means one minute they're 6 and then suddenly they're 13.
Jubilee was explicitly 13 at the start of Generation X while everyone else was around 3 or 4 years older.

Cebulski wrote comics under the name Akira Yoshida, and made up a backstory for his Japanese OC where he was a westaboo that loved American comics, and the only proof he had of being Japanese was being a fan of Godzilla. Despite this, he was given a whole goddamn imprint to do shitty boomer-trying-to-understand-anime Marvel stories.
Not important or interesting, but he also consulted on White Wolf's Year of the Lotus RPG books, which as you might be able to guess from the name, were the same variety of orientalist cringe.

That rule goes back to Shooter who instituted it because editors were using it to edit their own books which led to culture of constant late books and/or subpar ones since the writer-editors only gave a shit about double dipping on their paychecks.
Shooter made a ruling that the same person couldn't be both writer and editor of the same book, due to the obvious conflict of interests, and that they'd effectively be getting paid twice for work on one book. He didn't ban editors from being writers in general, his ruling created an environment where the editors were hiring each other as writers, or ex-editors.
A number of well-regarded Marvel writers in the 70s, 80s and 90s were all former- or current- editors at the time they were also writing books. Employing current-editors as writers largely died out during the bankruptcy years in the 90s, but the company was still employing a lot of former editors as writers. Under Quesada and Bill Jemas, they actually made it a company rule that editors couldn't also be writers, but by the early 2000s it was more about perception by fans than dealing with something that was still a widespread issue.
Cebulski got around the rule by using a pseudonym, and he wasn't deceiving the editors who gave "Akira Yoshida" work, they knew they were hiring their buddy. He's probably not the only one who did something like this, he's just the only one who got caught, and it blew up into a bigger deal than it really was because he was a weeb that used a Japanese pseudonym.
