Personally I don't think he ever wanted to make another one, but Disney has a large park dedicated to them so they need it to remain relevant so he agreed from the start to do one then hand it off to them to ruin.
Jimbo was already developing 2 and 3 before he made the Disney park deal in 2011.

Except Disney is more obligated to commit to however many Avatar sequels Jimbo wants since Avatarland cost a billion dollars and ended up mogging their sequel-era set Star Wars land in attendance and wait times.
Flight of Passage is still the longest wait time in Florida and like the only Disney park attraction I can think of where they put a full on bathroom in the line.
