Doesn't make sense to me. There are many successful sequels that didn't have to try hard to be different. And a very common complaint about failed sequels is how they are too much of a departure from the well-liked original.
The whole point of a sequel is to follow an already successful product and get guaranteed views from fans of the original, like Marvel did for a decade. Making a sequel drastically different in format, tone, and target audience guarantees that people will hate it only because it's too different and feels like being robbed of a proper sequel.
If its done well, having the sequel be tonally different can work out. But it has to be done well, and current Hollywood doesnt seem to be focused on making good movies. For example, there is a massive shift in tone between Star Trek The Motion Picture and Wrath of Khan. Wrath of Khan despite being a sequel is a highly regarded movie.

That's a good point. They seem to be using her origin story for this, where she's a psychiatrist who becomes fascinated and corrupted by Joker. That's a fairly wild concept, and it needs camp to be pulled off well. Even when they gave her much more serious portrayals in her few Black Label series, they switched up the scenario quite a bit to make it work.
Sure, this is how it works in most cases, but Joker was a unique product among comic blockbusters (not to say it's superior or anything, just different) and people didn't go to see it for action or adventure or quips or anything that can be dragged across sequels. It was a meme and a cultural moment that also happened to be a compelling, character driven adult drama. It was entirely self contained and left no room for a conventional sequel. It was a one time thing, like Taxi Driver or King of Comedy. We know everything we need to know about Bickle, Pupkin, and Fleck and witnessed the climax for them as characters. I think a Taxi Driver sequel would have been a blight on Scorsese's career (if he even made it) and it would flop at the box office. Its harder to say what would happen with a musical sequel but at the very least people would say "remember that weird Taxi Driver sequel that was a musical?" instead of forgetting about it entirely. In the case of Joker I would much rather watch a musical sequel than waste my money on something redundant. The only jukebox musical that I liked and actually worked well with the concept was Across the Universe, and only because they completely centered the themes, characters and setting around The Beatles. Instead of just jamming in a lot of random songs together. Now I do like Moulin Rouge, but not as a movie, it's just a collection of set pieces. I can watch some of them individually and like them, but not the whole movies.
I am hoping that they draw heavy inspiration from Across the Universe. It will have to be like an extended setpiece for a series of music videos strung together with some plot. It needs solid theming and stylization, and they should play around with how 3d space works, like staging scenes inside the character's heads or rapidly switching sets in ways that aren't possible irl.
What I wonder is if they'd stick to the setting, Joke 2 likely takes place between the 70's and 80's, but who knows. Or maybe they discard that and just like Moulin, use music from any decade they want. This can work but it's gonna be fricking tricky. Checked and I’d imagine the worst it could be is every song is from lady Gaga’s actual catalogue and the movie is a timeline of her career. Best case scenario someone shoots up the theater in a joker costume and you die before the previews end.
I'm 100% sure the director was told (perhaps by producers connected to the sectors of the government, perhaps by such sectors themselves) to take the sequel in a different direction "so as not to encourage acts of male rage" or some such nonsense.

Won’t argue with most of your list, although Zach Galifianakis I’d say is the reason 3 of those suck. Haven’t seen Starsky & Hutch in a bit, but I recall it being a decent flick. And Road Trip is a solid first feature, flawed but a perfectly acceptable directorial debut. My point is that Phillips has proven himself commercially and critically with his previous films, and Joker proved he could provide a compelling, unique vision of a well-established character. He’s earned at least a little hope and optimism.

I didnt enjoy Joker in a way that left me wanting more of the same. I just think its an interesting decision, and something I'd rather see when I dont care about having more of the first movie. Aliens changed course dramatically from Alien and I think thats part of why its so well remembered compared to other horror sequels from the time

The only jukebox musical that I liked and actually worked well with the concept was Across the Universe, and only because they completely centered the themes, characters and setting around The Beatles. Instead of just jamming in a lot of random songs together. Now I do like Moulin Rouge, but not as a movie, it's just a collection of set pieces. I can watch some of them individually and like them, but not the whole movies.
I am hoping that they draw heavy inspiration from Across the Universe. It will have to be like an extended setpiece for a series of music videos strung together with some plot. It needs solid theming and stylization, and they should play around with how 3d space works, like staging scenes inside the character's heads or rapidly switching sets in ways that aren't possible irl.
What I wonder is if they'd stick to the setting, Joke 2 likely takes place between the 70's and 80's, but who knows. Or maybe they discard that and just like Moulin, use music from any decade they want. This can work but it's gonna be fricking tricky. When I though this was a musical I though, oh well it'll likely be just like Sweeney Todd, edgy, dark humour, macabre, that sort of thing, hell the original Sweetey Todd could easily be re-worked into a Joker/Harley musical. But Jukebox? I really have no idea.
Anachronisms between the songs and setting are not something that would bother me, but I am certain it would upset a lot of people. And Road Trip is a solid first feature, flawed but a perfectly acceptable directorial debut. My point is that Phillips has proven himself commercially and critically with his previous films, and Joker proved he could provide a compelling, unique vision of a well-established character. The only sequel that would have worked would be a series of short stories about Joker, all from different perspectives so each one is a different story and tone. All to enhance the legend of Joker from the overall perspective of a film crew documenting him and the tales of him.
Stories taking place in Gotham are almost always better as short vignettes. It's why Legends of the Dark Knight is so good.
