The most enjoyable part of these games is the free-roaming aspect where you just wander off to explore and do random shit while ignoring the main narrative entirely. I don't hate the story missions in GTA but they're not good enough to sustain interest as non-interactive content and like said they're 90% references to existing films anyway
The only way I think it could work is to abandon the idea of a plot altogether and do GTA 3 as a series of short vignettes all directed by different directors with nothing in common besides the setting and Claude. It would be the only way to replicate that feeling of chaotic randomness

Base it off San Andreas (that way "modern audiences" can be pandered to), make it a trilogy, each sticking roughly to a third of the main story of that game. Have a mid/after credit sequence in one of them of CJ hunting for woods for something.

every GTA besides the first 2 and advance have way too much content, if anything they'd be shows
another problem is that some of them are already like movies/ rip and copy content from others (vice city/scarface and miami vice)
the only ones that would work imo are gta3, IV, and san andreas
or, if you had the budget and time, make a long series that encapsulates all the events from the 3d era of GTA (3, VC, SA, LB stories, and VC stories)

San Andreas has a good story up until the midgame
max payne if done right would be a fricking badass tv show or movie. im not counting the marky mark movie btw. that doesn't exist.
The missions in GTA III-SA allowed way more player choice on how to approach and complete. You usually had an opportunity to get it done in in several ways, it was much more of a simulation and less pre-determined.
In IV and especially V, you get corralled into playing the way game devs want with waypoints and regular control over your inventory and vehicle. IV isn't as bad as it doesn't pretend to be a giant playground like SA, it explicitly constrained itself and gave a different but honest presentation. But V gives the impression of unprecedented enormity and freedom while locking you in even harder than IV. You even automatically fail if you leave the mission zone like in ShartCry.
No. Too really appriciate GTA on a deeper level requires you to dive deep into the radio channels, the websites, the billboards etc. A movie, or even a tv series couldn't capture that.
GTA V is basically 'Heat-the Videogame'. I love the GTA games but they already took too May things from the movies,so it would be pointless.
