He sort of fell down the slippery slope of power creep where each fight had to get more and more serious, which led to the edgier tone in Z. As his editors pushed him to make the series more "serious" because that's what sold well, Toriyama constantly pushed back against them whenever he could. Vegeta was a very edgy character who became wildly popular with fans, and I think he sort of encapsulated a lot of things that Toriyama grew to dislike about what DragonBall had become
He was absolutely not one of the coolest characters in Z he fell behind the rest of the group really early on and rarely contributed. He just a cool introduction as he gave kid goku some trouble in their first encounter and Goku had not yet lost a fight on screen at that point.
