              Can't have some kind of easily searchable database that's easily accessible by law enforcement across state lines because then their gna tak er guns! It's much better to hire a ton of people on the tax payer's dime to look through hundreds of pages of (sometimes literal) paperwork to find the right one, when the cops can even be bothered to call them because they know it'll take a month or more to get an answer to their request, if any.

      You're half right. The first movie happened. This movie is the one that takes place in a fantasy world, with Harley Quinn having a bunch of musical numbers because she sees the world as a much happier place than it is, where the Joker riots changed the city for the better, like this old Lily Allen video: https://www.youtube.com/watch?v=wmYT79tPvLg. The twist for the ending being that Joker's also in a fantasy world where he was freed instead of stuck in Arkham with Harleen as his equally crazy therapist feeding each other's delusions, the same way the first one had a twist about the GF not being real. Except this time it's reversed because this time the GF isn't a hope for a regular life of happiness, it's a sign that he's descending further into madness along with Harley.
