    Ultron is the EASIEST to bring back; in the comics there's always an extra Ultron floating around somewhere, they could do that in the movies, too.

    Dormammu has never really been an Avengers-level threat, has he? He's mostly just exclusively a Doctor Strange villain.

      This was during the Bendis times so take it with a grain of salt, but the Avengers had a hard time dealing with the Hood who was just a herald of Dormammu. And that was with Doctor "my cape does not work in these circumstances" Strange in the team.

      West Coast Avengers (Hulk, Strange, motherfricking Silver Surfer) also got fricked by Dormammus sister at one point, literally in the case of Hulk.

      I get that MCU Kang is not well received but since so much of the current plot revolves around him, wouldn't it make more sense to recast Kang with a well-liked actor and focus most of their efforts on improving the script to rebuild Kang's and the MCU's reputation?
      Anyway, my choices would be the villains that did not get to do much in their earlier appearances like Malekith, Kaecilius, or Baron Mordo. Or maybe form a Masters of Evil team consisting of villains that decided to unite and fight the foes no single super villain could withstand.

      They will recast, but they want to shift focus away from Kang for a while so the transition will be smoother.

      Rumor is they want an older, more established actor to play the new Kang, and he's going to come in and wreck the entire Council of Kangs to show that he means business, similar to how Thanos wrecked the Nova Corps and the Asgadians off-screen.

      Colman Domingo is said to be the top choice for the role, with Aaron Pierre and John David Washington also in the mix.

              Kang was always going to be at least a phase villain like Ultron and the big bad of Avengers 5, but based on the strength of Jonathan Majors's performance, they upgraded him to saga villain and cast Majors as all the variants when originally they wanted different actors to play the different Kangs.

              Early drafts of Loki had a Loki variant as the creator of the TVA, but people had been complaining the Disney+ shows didn't have strong enough connections to the movie (funny how the world turns), so they changed it into He Who Remains, who was initially a different character who was keeping Kang at bay, before they settled on HWR being a Kang variant himself.

              Similarly, Kang was supposed to actually win and escape in Quantumania, leaving Ant-Man and the Wasp trapped in the Quantum Realm, to set to stage for Avengers 5. Marvel got cold feet over ending it on such a big cliffhanger and downer, as people were complaining about it too, so they hastily reshot an ending where Kang is taken out in a way it would be easy to bring him back when the time was right, and gave Scott a happy ending that wound up making the whole endeavor seem hollow.

            The Council of Kangs led by Immortus, Centurion and Rama-Tut would have been the main villains of Avengers: The Kang Dynasty.

            Quantumania Kang aka "The Conqueror" would return in Avengers: Secret Wars as the Beyonder, having gained reality-altering powers from merging with his Multiverse hyperdrive, and he would create Battleworld out of the remains of the MCU, the Fox-Verse and the Sony-Verse, causing heroes from all three continuities to team up against him, and culminating with a soft reboot introducing an all-new MCU.
