I think the way you do it is have Hulk and Banner quarrelling the whole movie and then it ends with them reconciling and Smart Hulk beating ass just to show he actually can.

In a perfect world we would have gotten 2 Savage films, a Fixit film, and a Professor film. They could have used any of them in any of the event movies, which should have included a WWH event film.

I think it's close to the point where I'd say that MCU Hulk is beyond salvaging, unless they just full-on reboot things. Ruffalo's performance has been a joke since Age of Ultron, and the character has got far too much baggage and gone through too much easy, bullshit development for them to simply just revert him back to Savage or even introduce the other Hulk personalities.
Plus, Mark Ruffalo is in his mid-50s now and seriously looks it. If this movie is actually getting made, he'll be even older once they get round to filming it. I doubt anyone would want to watch Ruffalo try and be a superhero lead by himself, especially when he'll likely be forced to drop the 'lame dad joke' act since he'd no longer be just a side character. It'd be embarrassing. And I'm not even considering the fact that the writing and direction would likely also be shit, since this is the current MCU we're talking about.
Honestly Hulk is a character that I think would benefit from being put on hiatus for a period, he's better off being spared from the trash brains of current Marvel writers

I hope it's a movie about how Banner and Hulk didn't actually come to an understanding, just that savage Hulk was too ashamed after losing to Thanos and maybe something about Banner actually accepting that the Hulk's feeling of destruction and rage are also his own and he can't keep pushing them onto the Hulk.
I mean, just have the Leader sabotage his control over his alternate ego and go from there. The movie basically writes itself after that point.
