      California's water problem probably has something to do with constantly having to dump the water they do have on all the forest fires they do nothing to prevent. They also can't just run some desalination plants because "it might hurt the fish".

        Desalination plants need tons of energy and they aren't smart enough to make any meaningful contributions towards power generation, they still have rolling blackouts. Their solution is to require solar on new housing.
