            Manhattan was seen as a god like figure in Watchmen. It's not out of the realm of possibility to think he'd grow above politics. To just think of him as "America's asset" is reductive.

      Easy, he can see all of his time. So he could easily generate films, videotapes, broadcast signals that prove his innocence and Ozymandias guilt.

      If we go by the DC Comics spinoff series, we see that he sees the future and can time travel at will. So Doctor Manhattan could easily show every step in Ozymandias's plan as it progressed. Barring that, he's basically a God. In that regard, he can disassemble and reassemble atoms at will, so if somehow brought before judges for trial, he could literally reprogram every judge's thoughts to find him innocent CODE GEASS style and do that easily for every human on the planet, if he genuinely gave a shit. Take the foray into DC Comics standard superhero universe, where he essentially couldn't be stopped by any of them. It's not like literally anyone could force Doctor Manhattan into compliance with human demands. Any action taken against him means becoming a smear of disassembled atoms at bare minimum. In that regard Ozymandias's psychological attack was at best absurd to the point of comedy.

      Putting it simply, Ozymandias blows up cities, blaming Doctor Manhattan. Doctor Manhattan calls a press conference. Ozymandias tries to smear him. Ozymandias gets disintegrated. Hostile reporters turn into ashes. The TV signals gets jammed and disconnected remotely.

      Doctor Manhattan simply turns to dust any annoyances. Then he creates broadcast towers, the infrastructure to work as a TV studio, shares his message of the truth. Next day the newspapers lie about the broadcast. Doctor Manhattan disintegrates the malignant news agencies. Which becomes an escalation of nuisance and having to micromanage civilization.

      He could just become a dictator or a Rick Type "I'm basically God, but I like certain comforts, annoy me and you're dust" sovereign entity. Wherein, he destroys those whom are hostile to him and rebuilds instantly with better quality that which was destroyed
