That's not a very good excuse seeing how the Turtles all share the same model anyway. If anything they should be the easiest characters to implement. Between them being identical outside of bandana color and weapons and movesets from Turtles in Time/Shredder's Revenge, most of the work has already been done.
Now if they using different versions of the TMNT across different shows then I can buy that excuse. As is though, I can only see this as a move done either out of spite or some retarded notion of not wanting NASB1 to be completely obsolete.
