Yes, the witch provided the potion but Merida is still the one who gave it to her. Merida wasn't trying to turn mother into a bear, but when she gave mother the potion and it was apparent that something was horribly wrong (it looked like her mother was being poisoned and was thrashing around in agony) Merida's response was "are you going to let me have my way yet?" and she didn't seem concerned at all about her mother's safety or wellbeing.

Merida personally caused all the problems in Brave by not being satisfied with merely being one of the most privileged people in her world. It was evil of her to not accept her arranged marriage. I don't know what the rest of the characters in OP are, but I assume they're all similar cases of writers not realizing that their supposed "heroes" are selfish troublemakers.
