Green Goblin is honestly pretty unique in that he actually achieved his goal. The first time Spider-man fights him he is already successful, his quest is finished, his master plan carried over, he got away with it scot free, revenge had been had.
his end goal was to kill Spider-Man, and Goblin was killed trying to. What the frick are you on? He failed his goal, that was a mini side-quest at the start just like all cape villains manage to do.

Norman Osborne basically promise the military captain America powers with an iron man suit.
When he showed them the Goblin suit they rightfully said it was stupid and back out. The CEO's threw Norman under the bus. Norman went Goblin and killed them with a pumpkin bomb.

Literally his motive in the original movie was super vague beyond the idea that his powers could allow him to take over the world. He wanted Spider-Man to “join him” on a crusade that had no defined goal. If anything, NWH actually expanded on the character trait that he was an exceptionalist, he essentially just pushes the anti-Uncle Ben rhetoric, that worth great power comes absolute authority. It’s honestly pretty impressive how in character the whole villain cast is, despite some having more screen time than others.
NWH made Norman and Otto seem completely innocent when not at the mercy of their superpowers though, which wasn't the case originally.
I dunno, Otto seemed pretty not-evil in Spider-Man 2. He knocks Spider-Man away from deactivating his original machine, but that was more of a kneejerk reaction than an evil act. Once he wakes up with the arms attached to him, he even immediately considers killing himself, but the arms talk him out of it and essentially take control of him (which he said is what would happen without the inhibitor chip). And then as soon as he overpowers the arms' minds at the end, he dies saving the city. Seems fairly innocent to me.
His soldier serum side effects drew out the worst parts of himself and consolidated into a separate personality.

Well kinda? He wasn't mentally ill initially, just prideful. After getting his military project revoked based on his assistant's advice of going back to the basic formula planning of the super soldier serum he decides to test it on himself. That doesn't go well, and the Goblin is created as a separate personality inside Osborn. They go a lot heavier with the sympathetic DID idea in NWH but that's all from the formula in the first place.
He did that mad scientist thing were he tested on himself to prove it worked before he got shut down/loses funding trope. Then showed why this is indeed a bad idea as it drove him insane. Though I think it's more played off as it made his bad traits a hundred times worse. But results were the same.

Seeing Spider-zoomer getting BTFO by the Chad Goblin was the best part of this otherwise shit movie.
