From what I understand the production of the show was incredibly rushed because they were in a hurry to fill that GoT vacuum for that sweet sweet viewership. The costume designer was given some pointers to make it look "different" and this was his initial concept and they just said "We don't have time, print it." Needless to say he quit after the first season and to this day says that showrunner had no fricking idea what she wanted because they were too busy speedrunning the show and as result neither did he.
