Nah, the Al Pacino section of the movie was great and Scorsese should've only concentrated on Jimmy Hoffa aka Pacino. His choice to bring back Joe Pesci worked quite well, but Bobby De Niro is a shell of his former self in more ways than one. It's pretty good. Much lower production values than the movie but it's a decent adaptation, and actually borrows a lot from it. (It was produced by Barry Sonnenfeld, who directed the movie as well as the 90s Addams Family movies).
