I feel like they could have both the original game's section and what they tried to do here, have the flashbacks of Bill and Frank's relationship but instead of having both of them committing suicide, have Frank get bitten by an infected and having to be put down , or killed due to another of raiders attack due to Bill becoming a little careless for Frank's peaceful and kind nature, which would make him feel consumed by the guilt and pain, becoming again the hostile and antisocial guy he used to be by the time he meets Joel and Ellie, and reaching the same sad conclusion of the game that in the end, it's better to be on your own in this kind of world,
That way you can still get both to expand his character, drawing the parallelism between him and Joel, and get the funny dynamics between him and Ellie

Bill's purpose in the narrative is to get ass fricked on camera and be Emmy bait.
