People like to bring up that time he survived for 8000 years in the bottom of the ocean as an example of how "powerful" he is, but he was basically reduced to nothing couldn't fricking do anything until Firestorm picked up his pieces and threw them in a bucket.

If Luffy can hurt people made out of things like magma that are immune to normal physical damage, then he can probably hurt Plasticman.

Luffy is the fastest and strongest on the list and has extra abilities due to haki however nothing he has could give him the advantage against plastic man who just has absurd regeneration and could sufficate luffy by entering his body and expanding(plas can expand far more then luffy can stretch.
Jake is just plasticman with no regen(he also dies shortly after adventure time ends so something got him)
Kamala can't use toon physics so she's easily out.
