It surely was for Spain and Italy, I'm part Slavic and the Slavic part of my family all have blue eyes and I think most Greeks don't as far as I know.

Spanish people were quite dark always, but the 5-10% of North African admixture probably changed their phenotype to some extent.
Look at Basques, they are pure Iron Age Iberians.
Italy changed the most during the Roman Empire.
