One of the biggest reasons why Disney will never bring in Mara Jade as Luke's love interest is because Twitter has already decided that Luke is gay. He is used as a gay icon now, even Hamill himself gave the fans his blessing. Imagine the meltdown all the homosexuals would have if it turned out Luke was a pussy slayer. As we've seen with Morbius, companies think Twitter is real life.
She could still be implemented in a way by having her and the offspring slain by the knights of ren which would be another major reason why luke just gives up or alternatively if the theories of the D+ shows are true and that a loose adaptation of the thrawn trilogy is being set up, she could debut in the ahsoka show. Obviously they could either be his fiancé or not but they’ll have to give an explanation on her disappearance by the time the sequel trilogy occurs. Popular EU characters have reappeared in the new canon and I wouldn’t be surprised if she comes by eventually (and Cinemaphile would still call her a Mary Sue as usual)

The existed one one operation to get the plans doesn't mean there weren't other operations in progress.
The problem is that Disney canon is a very small universe, Rogue One was the only operation, there were no others, lest they want to create more timeline issues and retcons.
They kind of have to expand that universe if they want to keep it going, or they just need to acknowledge that the d-tier shit was a mistake and return to A-tier content like Jedi Knight, X-Wing/Tie Fighter, and the Thrawn Trilogy.
For Disney Canon? They have to do it because the Kenobi Series is already indicator of a bad timeline based from TCW. They'll to retcon tcw into more a massive war that justifies Kenobi 10 PSTD, since in that show, the republic were wining ever battle. and Kenobi didn't really suffer much.
