I doubt Miller would agree with you. We don't get any indication as to what will happen in the near future for the new Citadel in lieu whatever you're trying to headcanon. The movie just ends with the girls being literally lifted to the sky to take over and administer Joe's society.
Joe is literally their god. They jump off cliffs to their death just at his say so, because they believe they'll party with him in Valhalla. Furiosa wouldn't have an easy time just rewriting their entire dogma and brainwashing.
There have been many defied leaders of people who died and the remaining followers weren't lost in a suicidal sea of meaningless. Nux is the perfect example of showing you how the War Boys aren't all literally brainwashed and insane. All it took was his god disapproving of his ability to turn his back on the entire thing.
There's a plethora of different ways the society can be reconstituted, it's nobody's fault but your own if you can't think of any scenario that isn't "everything's fricked and will be destroyed." You're forgetting the majority of the people flocked to the Citadel because of food and water, not a sense of Joe being their literal god.
Why would they rebel? Furiosa was one of their highest officers and she's bringing them pussy. Life might be better for them under her stinky toes.

I can't remember if there were war boys in the citidel at the end of Fury Road, but if there were a bunch left alive, what we saw in Furiosa was they were controlled by seeing Immortan Joe as a Pope like figure, without their religion, how could they be controlled. Furiosa couldn't just charm them all like she did with Nux.
Bringing the head of the previous dead leader is clear and specific imagery of a change in command in the world where the strong rule the weak. "I killed Joe, I'm your leader now." You're forgetting she was an extremely high ranked and respected person within Joe's paramilitary, and conveniently we're not given an explanation to why she came this far up in the totem pole in Fury Road we're supposed to just accept it.

George Miller has suggested MULTIPLE times that the character of Max might not be the same person in each movie. He's literally just a vehicle we see the plot through. The stories are almost never about him as a character, it's the setting and things he's seeing and engaging in.

Why wouldn't we have needed an attempted raping of Furiosa in Fury Road then? We're shown Jack is highly ranked and respected by the War Boys and presumably everyone else in Joe's army. It makes perfect sense and you can already headcanon this scene, for whatever reason.

They couldn't even manage The Green Place and everybody relies on The Citadel for food and water. And Max actually thought this was a good idea to give these women control?
