Seeing as instead of before where it was enforced ethnic domination and now where the second the birth rates cause a population shift England will do nothing whatsoever to uphold their power, I'd say it worked. This really, the punisher suffers greatly from no interesting foes. After a while you get bored of watching shoot gangsters over and over where they are all just the same nameless thugs. Not facing people on his level gets boring.
