It's actually extremely accessible. All the episodes are available for free and there are multiple "starting points" due to the nature of the character.

Season 7 of the classic series and Series 1 of the 2000s series are usually the best starting points, although you can usually start with whichever episode interests you the most as Doctor Who has always been more of an anthology series
