The first few years were pretty steady improvement in art and writing, then he got a bit too hooked on patreon money and started several arcs pertaining to human/robot relationships (with robots being a clumsy stand-ins for a variety of minorities), LGBT issues, mental health, and essentially several other sensitive topics well above his paygrade and beyond his skill level to handle with proper care. This resulted in repeated fan rebuke and multiple instances of self-mutilation, which impaired his ability to draw and caused him reticence to handle certain topics in a way that couldn't be immediately discarded at a moment's notice. The past few months have been some of the most fun and boisterous the comic has been in years because Jeph is doing semi-lewd nonsense like his halcyon days instead of doing will-they/won't-they with girldick reveals.
You have a few things out of order there. It plateaued after the second stabbening in 2012, the artstyle changed a couple times but it didn't really improve after that, just shift. It wasn't until a few months into Patreon, 2015 or so, that he really started phoning it in, half assing or killing every other project, including directly related stuff like traveling to conventions, merch, and livestreams and only keeping QC alive because it was generating piles of cash. Even the art dropped in quality. I made a comparison of the Secret Bakery between appearances once, but that's buried somewhere.
Content wise, it's always had will they-won't-they plots. Frick, that was the primary focus of the first 500 strips, Marten and Faye. It's just that was also dripping with innuendo, which slowly faded because he didn't know how to do it as the cast got gayer. Speaking of which, the self mutilation preceded the development of robots as stand-ins. He actually did a decent job with Faye and parental suicide at the beginning, that's what put him on the map, along with the reliable upload schedule. But he got away from heavy topics like body image after that got his hand stabbed, and into social justice topics, where all he had to do was parrot what patrons wanted (but with robots as frequent insulation) and rake in money And yes, when he messes something up, like an Agender character, he burns the intended plot and runs, and ever since Cubetown started, there's been barely any social justice stuff and he's clearly been having a blast.
I could see Jeph as the type to get addicted to this stuff for a brief period then swearing off it. He has the time and the money and a history of self-control issues.
