the sith were just evil space wizards. the death star their technological version of a tower from which they rule. the story focused on them, so there didn't need to be more than just the evil ruler and the hero destined to kill him.

Agreed. His building of the Imperial Military was a good effort but his handling of the Dark Force side of the Empire was pathetic. There must have been millions of force sensitives out in the galaxy that he could have started training. And they shouldn't have killed off the younglings since they would have been prime candidates for his corruption. They were all gifted enough to be chosen for Jedi schooling, and all at such a young age that they are impressionable and could be told all sorts of lies and propaganda to join up and be loyal to Sheev.
