The Ring doesn't do that. Anyone who puts on the Ring would go invisible. What the Ring actually does is influences those around it to try to claim it and use it, because it not only keeps it safe but it also plays into Sauron eventually getting it back, because it just dominates the wearer. It only has power to Sauron because it is literally an over-fill for Sauron's power, making him stronger than he was before it was made.
He should've just given it the power to levitate and float back towards him.

You're making a few mistakes here. The 9 rings of men and the 7 rings of the dwarves weren't designed for them specifically. The elves made those 16 for themselves under Sauron's guidance, and Sauron later took them in his war with Eregion. His entire plan was to create the One Ring to dominate those 16, effectively taking over the elf kingdoms and claiming Middle-earth for himself. He didn't know Celebrimbor made the 3 elven rings in secret, which was the only thing that messed with his plans.
When Sauron then redistributed the 16 rings, the 9 to men worked perfectly, exactly as he'd intended to have happened to the elves. The 7 for the dwarves didn't work but he had no clue that they wouldn't. He managed to get 3 of those back eventually, the other 4 got eaten by dragons.
How would he do that? The ring is him slipping more of his soul into reality to manifest his will over it, like all the creations of the Maiar, I don’t think he could power himself up like that

That's not what the ring does. The ring doesn't "do" anything. The ring is Sauron. It's will is Sauron's will. It's power is Sauron's power. You can have the power of Sauron with the ring, but in order to dominate the ring, you would have to be stronger than Sauron.
