from my experience it depends on the file, some files work flawlessly and some have problems.
i would assume files that demand more resources have a higher chance of it happening.
this video is edited obviously. but would assume when it actually happens in vlc is some kind of caching issue.
like playing fine and then pause for a bit and then play again i assume vlc withdrew its requirements for ram and allowed the pc to allocate it to other shit and then when it starts back up it has to get those resources back again but it just isnt fast enough so instead of buffering it plays but its all garbled for a few seconds.

like if you are eating and you put the plate down for a bit the staff will come and pick up the plate clean it off and put it back in the kitchen ready for something else even if nothing else is going on, when you go to pick your plate back up the kitchen needs to quickly make the exact meal again and have it look exactly like it was before and serve it on a new plate and give it to you as fast as it can, obviously this cant happen instantly so there is a lag or artifacting while the player attempts to play the video without the necessary resources for perfect playback.
